Questions with wider implications are sent to a higher level where the same process is repeated, and eventually to the Army or Ministry of Defence. Policies and even laws can change. Some examples of issues that have led to change are the creation of family readiness support groups, job assistance for spouses, educational benefits, and many improvements in child rearing. In any society, change can happen if people care and use their voices. The Army is no different.
